Since most of the main characters you make, you won't want to kill off, I've came up with a way to solve that. The way reaping is going to work is there is going to be a sign up sheet and you can sign up how ever many characters as you want to be entered in the Game(of course, you don't have to enter any at all). One person will be chosen and they will be the winner of whichever number Game they're signing up for(say they signed up for the 2nd Hunger Games, they will be the winner of the 2nd Hunger Games).
Now, for the people who didn't get chosen, there will be a list of people left for the reaping. They can claim either a boy or girl from a certain district and will create a new account for the tribute once they get the okay. Say I chose the girl tribute from District 5 and I got the okay from the admin to be the girl tribute from District 5. I would create a new account, put up a small character profile for them to give them some background and a personality and then wait to be messaged about which number I die, who I get killed by and who I kill.
The people getting killed/killing are all going to be random and a generator will pick this. Or, you can volunteer to be killed off by another tribute.
